A first collation part 23 of a local authentication PC 20 performs collation of collation data with registration data stored in a registration data storage part 11 of an IC card 10, and a second collation part 24 of a center authentication server 20 performs collation of the collation data with a plurality of registration data stored in a registration database. A collation result update part 24 writes the collation result by the first collation part 23 to a collation result storage part 12 of the IC card 10. When it is determined, based on the collation result, that the result of collation by the first collation part 23 is reduced, a collation control/authentication part 26 controls to perform only the collation by the second collation part, or controls the registration data update part 25 to update the registration data stored in the registration data storage part 11 to the registration data stored in the registration database 41.
