PURPOSE: To facilitate the manufacture and test of a program by including the avoiding processing of a deadlock, which is not executed in conventional block exclusive control.

CONSTITUTION: A file device 2-1, a buffer 2-4, a program 2-5, a program area 2-6, a block exclusive control part 2-7 and a journal 2-8 are provided, and the buffer 2-4 consists of a block 2-2 and a record 2-3 in the same way as the file device 2-4. Then, the content of the record which a preceding program update-processed is prevented from being destroyed by the up date processing of a subsequent program by designating a start and termination in terms of processings by the program, and the program can be encoded. Thus, the manufacture and test of the program is facilitated.
