The building or the civil-engineering constructed object is at least partially composed of a water-retaining block in which a water-retaining material is held in an intercommunicating porosity of a block body with the intercommunicating porosity, and in which the water-retaining material contains at least inorganic powder for retaining water among powder particulates, and a binder for the inorganic powder. For example, in the building in which the water-retaining block is installed on a roof floor, an exterior wall, etc., a porous body, in which the water is retained in the continuous intercommunicating porosity, functions as a high-performance heat-insulating material for covering the building, in addition to a cooling action exerted by the heat of the vaporization of the retained water. Thus, a rise in the temperature of the building can be effectively suppressed. Additionally, in a pavement which is composed of the water-retaining block, a rise in the temperature of a pavement surface can be suppressed, and the cooling action exerted by the heat of the vaporization of the retained water can be maintained over a long period of time.
