In a building where electric wave interference is prevented and radio communication systems in communication areas that can be used in a high density and efficient manner is different are used at the same time, for a radio communication system with a layer communication area, a space within the building is zoned using electric shields in accordance with the traffic amount of communication and a relay station is positioned in each zone, while for a radio communication system with a small communication area, a relay station 9 is positioned below a floor 6 of the zoned communication area or on a top of the ceiling, and the floor or ceiling opposite to an antenna 9a of the relay station is constructed with a panel 6a made of nonmetal, with at least both sides of the panel made of nonmetal being provided with a panel 6b made of metal.
