CONSTITUTION: The diameters of columns 1a on the specific floor F of a multilayer structure A are made smaller than columns 1 on other floors, plasticizing members 4... are arranged, and external force is transmitted through braces 3, 3. Low resistance is imparted to a normal earthquake while other floors are protected by yielding the plasticizing members 4... and absorbing external-force energy in case of an unexpected great earthquake. Elasticity is maintained by separately installed second elastic members 9, and collapse is prevented.
