A base material M forming the capstan block 2 is formed of duralumin, the base material M of an outer circumferential face is melted up to a prescribed depth by plasma arc, a strengthening particle 4 formed of WC with a specific gravity higher than that of the base material M is sedimented and deposited by the gravity, in a lower part of a molten part of the base material M of the outer circumferential face, a floating layer 6 floated with the molten base material M is formed on an upper side of a deposition layer 5 deposited with the strengthening particle 4, a surface of the floating layer 6 of the base material M is smoothed thereby, and a hard coating film 7 is formed on the surface of the smoothed floating layer 6, by a thermal spraying method.
