An air introducing stirrer 40 for introducing air as an oxygen- containing gas into the hydrogen enriched gas and stirring to mix the air with the hydrogen enriched gas and a polarizing plate 60 for stirring to mix air introduced from an air introducing pipe 56 with the hydrogen enriched gas are attached to the upstream side of the catalytic layers 32, 52. The stirring is performed by jetting the air from the blade of the air introducing stirrer 40 to energize turning force to stir in the air introducing stirrer 40 and giving force to polarize the flow of the hydrogen enriched gas to cause the action of whirling flow in the polarizing plate 60. Carbon monoxide contained in the hydrogen enriched gas is efficiently oxidized by oxygen on a catalyst and the oxidation of hydrogen by excess oxygen does not occur because the hydrogen enriched gas and the air are uniformly mixed by the air introducing stirrer 40 and the polarizing plate 60.
