To provide a cargo constraining device for a loading and unloading pallet capable of executing constraining work in a short time in an extremely operationally simple and efficient manner, and obtaining a reliable constrained state without damaging a cargo and the pallet.

The cargo constraining device is equipped with a hollow lid plate 1, a cord reel 7 provided in the hollow lid plate 1, a plurality of wires 2 with pallet hooking tools 3 mounted at fore end sides, and a wire fastening means. In the pallet hooking tool 3, expansion pieces 3b and 3c bending in directions opposite to each other are formed at both ends of a stay 3a, and a wire 2 is attached to a tip side of one expansion piece 3b. The hollow lid plate 1 is placed on cargoes F etc. of the loading and unloading pallet P, and the pallet hooking tool 3 at the tip of the wire 2 drawn out of wire draw-out ports 10 etc. at both side ends is inserted in a fork insertion port E of the pallet P. While both expansion pieces 3b and 3c are abutted on upper and lower pallet plates p1 and p2, the wire fastening means is allowed to execute the fastening operation, and the cargoes F etc. are constrained between the loading and unloading pallet P and the hollow lid plate 1 by the plurality of fastened wires 2 etc.
