PURPOSE: To totally manage the transmission of data for distribution management.

CONSTITUTION: This system is composed of terminals X to be managed at plural moving objects and a fixed centralized managing device Y to perform bidirectional radio communication with these terminals within the range of several hundreds of meters. Then, the terminal X to be managed is provided with an input keyboard 1, control means A2, data storing means A3, reception judging means A4, transmitting means A5 and display means 6, and the centralized managing device Y is provided with a control means B7, receiving means A8 from the terminal X to be managed, received data storing means B9 and transmitting means B10 to transmit stored data or instructions to the terminal X to be managed and performs the bidirectional radio communication at the same frequency lower than an output 10mW. Further, the centralized managing device Y is provided with a reception judging means B11 to receive/ judge inputs from a total managing center Z and to transmit them to the data storing means B9 or the control means B7 and a transmitting means C12 to transmit the data stored in the data storing means B9 to the total managing center Z, and bidirectional communication is performed by radio or wires.
