When an issuing process part 11 receives an acquisition request for a certificate from an applicant terminal 3, it checks input items, and if a check result is normal, it issues a certificate ID, it makes the certificate ID correspond to a certificate of a data base 12, and it notifies the applicant terminal 3 of the certificate ID. When a desired document application and the certificate ID are presented, a window terminal 21 in charge accesses to the issuing process part 11 of the certificate issuing organ 1, and it carries out ID inquiry on a Web browser. When an ID inquiry request is received, the issuing process part 11 searches for the certificate associated with the inquiry object ID from the data base 12, and it sends found certificate data to the window terminal 21.
