Even information about a detailed part lost in a low resolution character image is restored and character recognition is performed with high accuracy by performing super resolution processing of the character image and performing the character recognition by using a specified high resolution dictionary image. In the case of the character recognition, direction histogram features of a contour line are determined by using the specified high resolution dictionary image and performing binarization processing to it and luminance gradient features are used. In addition, it is effective that a feature pattern used in the case of specifying a low resolution dictionary image corresponding to the character image is clustered into a plurality of groups and stored in a data base, and that the low resolution dictionary image corresponding to the character image is specified using a representative pattern of each group.
