PURPOSE: To secure decision of the character region by deciding the correcting write of the tentative standard signal based on the positional relation between the tentative standard signal and the region candidate row as well as its differential component.
CONSTITUTION: Inspective standard signal S3 plus tentative standard signals S4A1 and S4A2 are set up based on end I of the paper, and then inspection region S6 is decided enough to give correction to the error component of the character written outside the character frame and caused by the expansion and contraction of the paper centering on the center of S3. The two rows apart by one character from the ends of inspection regions S6A and S6B are viewed at one time. And in case even one set of combination in which the two raws become the white rows simultaneously may exist, the separation of the characters there is decided. And thus region candidate raw signals S7A1 and S7A2 which are closest to S4A1 and S4A2 in the above decision are set as the front and rear end parts each of the 1-character region. And then character region S7A is decided by the timing of sampling signal S1.
