A terminal 101 downloads a WebPage for data designation from a server 102 by a browser, and desired data can be designated. The identification information of data and a distribution request instruction are linked to the WebPage by an XML document or the like and further, servers 102 and 103 are preset as distribution request destinations. When the data are designated, a distribution request from the terminal 101 is transmitted, not only to the server 102 but also to the server 103, and the information on the distribution is stored in respective document means 304 and 402. Thus, the user of the server 103 can surely charge the use of the data related to the distribution regardless of the presence/absence of application from the user of the server 102.
