To ensure that a charging processor transfers the exact amount of data to a data processing apparatus.

The charging processor 10 sends a bill to a breakdown creating device 20 via a communication line L. The charging processor 10 has a command management part 15, an external medium transmission information management table 16, and a bill sending part 12. Should the communication line L be closed, the command management part 15 causes an external medium 40 to send the bill. Block numbers by which the bills sent can be specified are stored in the external medium transmission information management table 16. The bill sending part 12, by referring to the external medium transmission information management table 16, specifies the block number of the bill to be sent upon the recovery of the communication line L and reports the number to the breakdown creating device 20.
