PROBLEM TO BE SOLVED: To provide a cleaning device that properly maintains the torque of a cleaning brush.SOLUTION: A cleaning device 23 of the present invention comprises a cleaning brush 25 that is in rubbing contact with a charging roller; the cleaning brush 25 includes first piles 32 and second piles 33 that have different lengths and are electrostatically implanted in a shaft 30; the first and second piles 32 and 33 each include first and second straight bristles 32a and 33a extending along the normal of the shaft 30 and first and second inclined bristles 32b and 33b extending inclined on the downstream side in the rotation direction of the shaft 30; when the distance from the shaft center R3 of the shaft 30 to the tip of the first straight bristle 32a is A1, the distance from the shaft center R3 to the tip of the second straight bristle 33a is B1, and the distance from the shaft center R3 to the tip of the second inclined bristle 33b is B2, the maximum amount of biting of the cleaning brush 25 is set within a range of (B1-B2)/2 or more and (B1-A1) or less.SELECTED DRAWING: Figure 5
