PURPOSE: To output an editing picture signal to plural kinds of terminals, by providing a decoding processing section and receiving the control information indicating the coding system of encoded picture signals, the error processing system, and the lateral and longitudinal scanning line density and number of picture elements at the terminal.
CONSTITUTION: A picture information input and output section 5 receives picture information of n-block and transfers it to an edition processing section 9. The section 9 interpretes it and transfers characters or graphic codes to a pattern generating section 8 and an encoded picture signal to a decoding processing section 6. The section 8 converts the characters or graphic codes into character or graphic patterns for the transfer to the section 9. The decoding processing section 6 converts the encoded picture signal into picture signal and transfers the signal to the section 9. In the section 9, the extension of the character or graphic pattern is performed by rearranging them in matching with the longitudinal and lateral scanning line density and the number of picture elements at the terminals and editing them with the picture signal to form an edited picture signal.
