To prepare a cosmetic effective for preventing the roughening and creasing of the skin, yellowing of the hair, generation of split hair and broken hair, or the like, and fundamentally improving the skin and the hair.

This cosmetic is produced by adding 0.01-10 pts.wt. of crude drugs to 100 pts.wt. of a mother liquor composed of a solvent containing 0-60 wt.% surfactant, 0-1 wt.% perfume and 0-5 wt.% pH adjuster. The crude drugs are preferably Panax ginseng, Bakumondou (root of Ophiopogon japonicus), Byadugo (bulb of Lilium lancifolium), Hyadubu (root of Stemona sesseilifolia), Shaduyaku (root of Paeonia albiflora), Ireisen (root of Clematis chinensis), Yakan (rhisome of Belameanda chinensis), Shikon (root of Lithospermum erythrorhizon), Sanzashi (fruit of Crataegus cuneata), red pepper, Sansho (peel of Zanthoxylum schinifolium), mawseed, Ubai (smoked dry plum), ginger, Jichou (flower of Viola yedoensis), Saint-John's-wort, Biwayou (leaf of Eriobotrya japonica), Kouka (flower of Carthamus tinctorium), Sokoukou (rosin of Stylax officinalis), aloe and gall. These crude drugs may be produced by drying collected herbs as it is.
