To provide a communication control apparatus which enables an operating terminal to operate a terminal to be controlled even while a center system stops, in a conventional communication control apparatus with which the operating terminal can not operate the terminal to be controlled when the center system stops.

The communication control apparatus includes: a modulation part 630 for modulating a signal to be transmitted by radio on the basis of a predetermined radio system; a signal transmitting part 650 for transmitting a radio signal modulated by the modulation part to the outside by radio; a signal receiving part 660 for receiving the radio signal modulated on the basis of the radio system by radio; a demodulation part 640 for demodulating the radio signal received by radio by the signal receiving part, on the basis of the radio system; and a return part 670 for receiving the radio signal demodulated by the demodulation part and transmitting the signal to at least the modulation part as a signal to be transmitted by radio.
