A communication control apparatus 1 includes a buffer control section 31 for selecting queuing buffers 201-20N based on the order of a priority allocated to each of the queuing buffers 201-20N and for outputting a data block from the selected queuing buffer, and a buffer monitoring section 32 for inspecting whether or not the amount of accumulated data exceeds a threshold in the order of priority and for detecting the first overloaded buffer 20i that is determined to exceed the threshold. A priority allocation section 33 temporarily allocates the overloaded buffer 20i a priority higher than a priority currently allocated to the other buffers.
