PROBLEM TO BE SOLVED: To provide a communication device, a communication method, and a communication program that make it possible to prevent shortage of calculation capability for response processing and the like.SOLUTION: A communication device includes a plurality of response units for communicating with a plurality of other communication devices and an allocation unit. The allocation unit allocates specific processing, i.e. predetermined specific processing or response processing to at least one response unit associated with another communication device.
