An insertion processing section 103 replaces bits at predetermined positions and giving a less effect on voice quality among the bits of voice data inputted from a voice data processing section 101 with the bits of non-voice data inputted from a non-voice data processing section 102 and the result is sent via a portable telephone set 200. An extract processing section 104 extracts the bits at predetermined positions among the voice data received via the portable telephone set 200 and outputs them to the non-voice data processing section 102 and the voice data whose extracted bits are replaced with dummy bits are outputted to the voice data processing section 101.
