This application discloses a communication method. The method includes: A terminal device obtains a first message, where the first message carries target adjustment information. The terminal device obtains a second message, where the second message carries a timing advance (TA). The terminal device adjusts uplink sending time based on the target adjustment information and the TA. Embodiments of this application further provide a corresponding terminal device, network device, and storage medium. In the embodiments of this application, the uplink sending time may be flexibly adjusted based on the target adjustment information, to ensure that the terminal device completes operations such as timing advance and signal processing, and ensure uplink orthogonality.
