To select a communication path on a network while avoiding a congestion in a relay station.
A device for selecting a communication path selects an adjacent relay station as a communication path from its own device to a terminal device from a plurality of the adjacent relay stations adjacent to its own device. In the device for selecting the communication path, distance coefficients related to distances from each adjacent relay station to the terminal device are acquired for every adjacent relay station, and congestion coefficients related to the number of communication paths capable of being operated as the relay stations without generating the congestions in each adjacent relay station are acquired for every adjacent relay station. In the device, the adjacent relay station is selected from a plurality of adjacent relay stations on the basis of values multiplying the congestion coefficients by a specified weight factor and the distance coefficients.
