A first communication device 1 is provided with a fixed-position installation detecting means of detecting installation at a predetermined position. When the fixed-position installation detecting means detects installation at the predetermined position, functions of equipment are not restricted and the fist communication device 1 transmits a transmission stop request signal 305 to a second communication device 2, so that the transmission of an authentication signal 303 from the second communication device 2 to the first communication device 1 is stopped.
