PURPOSE: To simply transmit picture information at a low cost through the use of a broadcasting enterprise medium such as FM broadcasting by analyzing transmitted calling number and message information so as to convert to a broadcasting radio wave to transmit and displaying message information in responcee to the calling number.

CONSTITUTION: A facsimile equipment 2 as G3 type transmission means reads a card communication slip 1 and gives coding processing, etc., to read picture information to transmit to a public telephone network 3. On the other hand, a call center 5 analyzes and recognizes contents from picture information entering the card communication slip 1 transmitted by the facsimile equipment 2 through the public telephone network 3. Furthermore, a radio transmission station 6 transmits the recognizing result of the communication slip 1 by multiplexing to a broadcasting radio wave such as FM broadcasting as message information. Then, message information described in the card communiction slip 1 call-incomes to a card terminal 7 on a called side. Furthermore, on an LCD panel, normally received newest information is displayed.
