To provide a comprehensive community care business system capable of accurately identifying potential risk targets and responding to risk avoidance.SOLUTION: A comprehensive community care business system comprises: an elderly situation analysis unit that analyzes data on the elderly held by a local government and captures the current state of the mental and physical condition of the elderly; a countermeasure holding unit in which countermeasures for the current state of the mental and physical condition of the elderly are set in advance; and a countermeasure extraction unit that extracts countermeasures corresponding to the current state of the mental and physical condition of the elderly from the countermeasures held in the countermeasure holding unit.SELECTED DRAWING: Figure 1
