To provide a composite powder having a good usability in which irritation and roughness that occur during application of a pearlescent pigment are improved, and also to provide a cosmetic containing the powder.

The composite powder is formed by coating the surface of the pearlescent pigment with an elastic organic powder having a compressive strength of 1.0 MPa or less. The cosmetic is produced by formulating the composite powder. Preferably, the pearlescent pigment is titanium oxide coated mica and the elastic organic powder is one or more selected from polyurethane, polymethyl methacrylate or nylon.
