In a compression-coding apparatus 1, a quantization section 14 quantizes a transform factor which is outputted as a result of wavelet transform in a DWT section 13, according to a quantization step size which is determined in an image quality control section 23 in accordance with target image quality. A factor bit modeling section 20 applies bit modeling process for the unit of a bit plane to a quantized transform factor QD, and an arithmetic coding section 21 applies arithmetic coding to coding data BD which are inputted from the factor bit modeling section 20. A code amount control section 22 controls a rate of coding data AD which are inputted from the arithmetic coding section 21, based on information relating to the quantization step size which is inputted from the image quality control section 23.
