This security policy server 20 for receiving the distribution of a security policy from a security policy distribution server is provided with: a transmitting part 21 for transmitting distribution request and confirmation/understanding completion report to a security policy distribution server; a receiving part 22 for receiving the security policy, a security policy storing part 23 for storing the security policy; a management information storing part 24 for storing the management information; a notification generating part 25 for generating the update notification, a problem storing part 27 for storing a problem related with the security policy; a problem extracting part 28 for extracting the problem; a transmitting part 31 for transmitting the update notification and the problem to the terminal equipment; a receiving part 32 for receiving a confirmation input to the update notification and an answer input to the problem; a confirmation input processing part 26 for processing the confirmation input; and an answer input processing part 29 for processing the answer input.
