To provide a concrete paving material lowering the temperature of a pavement and having a water-retention function at a low cost and a concrete block and to provide placing sand having the water-retention function and a hydraulic function instead of natural sand used for the placing sand aiming at flatness of a concrete block and stability.
A concrete pavement having a method of preventing the temperature rising of the pavement is so constituted that aggregate having a large number of micropore spaces with porosity and strength is mixed with a proper amount of a water granulated blast-furnace soft slag having characteristic with high water permeability and an air-cooled blast-furnace slag to add a vermiculite with high water retentivity thereto. Cement and polymer emulsion resin as a binder are added to the aggregate, and a cellulose ether is added in order to increase water retentivity necessary for hydration reaction of the cement and, at the same time, the concrete paving material and the concrete block are so processed that both of them have 5 to 20% of void content.
