To provide a concrete exfoliation preventing material which has excellent followability to displacement caused by a crack or the like on a concrete structure and can prevent exfoliation of concrete pieces, and a concrete exfoliation preventing method which can be easily executed.SOLUTION: A concrete exfoliation prevention material comprises an intermediate layer and a surface layer provided on a concrete structure, wherein the intermediate layer has an average adhesive strength of 1-5 N/mm in a 180 degree exfoliation test (K6854-2 specified in JIS) at a temperature of 23°C and relative humidity of 50%, and the surface layer has an elongation of 100-700% at a temperature of 23°C and a humidity of 50%; in a punching test at a relative temperature of 23°C and a relative humidity of 50%, the concrete exfoliation prevention material has a punching load per 10 cm of 0.3 kN or more, an elongation performance of 10 mm or more, and a crack-following property of 2 mm or more at a temperature of 23°C and relative humidity of 50%.SELECTED DRAWING: None
