The ferrite plates 5 are housed in recessed grooves formed to a longitudinal fixing frame 8 made of a nonmetal such as vinyl chloride and extended in the longitudinal direction of the fixing frame 8 at that time, axial anchor members 11, in which both ends are projected while being inserted to the bottom sections of the recessed grooves and the ferrite plates 5, are installed, the fixing frame 8 and the ferrite plates 5 are fixed onto the anchor members 11, and a plurality of the anchor members 11 are connected to a reinforcing bar or a steel frame 1 through space adjusting devices 12 adjusting spaces among the fixing frame 8 and the reflection layers 4.
