To solve the problem that communication of a usual terminal must be disconnected from communication to release communication resources, so that the resources can be ensured for a communication request for order retain such as guard, rescue or power supply when a radio zone is brought into a congestion state.
In a system in which a plurality of communication modes coexist such as packet communication, streaming communication, and voice communication, a configuration is provided in which an order of disconnecting communication is decided while considering the importance of communication or the magnitude of effect when the communication is disconnected, and the communication is disconnected based on the decided order to release the resources. With this configuration, if a congestion state occurs, the resources can be ensured for a terminal with priority, while considering the provision of service for the usual terminal.
