Against a strip to be a reference side, a front stage pushing roll 45a and/or a work roll 3a for pushing the strip to the position-fixing roll side at the upstream side of a constraining position by a work roll 3a and a position fixing roll, and a rear stage pushing roll 46 for pushing the strip to the position-fixing roll side at the downstream side of the constraining position by the position-fixing roll are provided, and between the interval between the pair of the backup rolls 5, 6 and divided rolls, a passing space for the laser beam 16 radiated from a welding head 15 of the laser beam machine is formed.
