To prevent quality deterioration caused by the existence of remaining foreign matters and to prolong the life of upper and lower rotary cutters and the journal bearings and the like by providing a joining swell removing device to absorb the stroke error of ascending or descending means at the bearings of both the ends of shafts for the upper and lower rotary cutters.
At the time of ascending and descending of upper and lower rotary cutters 1, 2, when the axes of shafts of upper rotary cutter 1 and lower rotary cutter 2 tend to have inclination against the journal bearing 11, owing to possible generation of errors of stroke between both the rolling down cylinders and between both the height adjusting cylinders, the errors are absorbed through the sliding between the convex spherical surface 11a of the outer ring of journal bearing 11 and through the backlash of thrust bearing 13, 14, and then the generation of bending stress of shafts of both ends of upper rotary cutter 1 and lower rotary cutter 2 and the wear of the journal bearing 11 are prevented. In this way, the sheet bar joined one after another and cut and removed of foreign matters in the joining swell is rolled into the strip with required thickness through finishing mill train and then is cut by cutting unit into the suitable length for coiling and is wound.
