PROBLEM TO BE SOLVED: To provide a control device of an elevator and a control method of an elevator capable of efficiently reducing a waiting time on a hall without carrying a specific instrument.SOLUTION: A control device of an elevator includes: an other equipment data reception part 21 which accumulates specified action information received from an outer system for detecting a specified action predicting that a user uses an elevator; a user number judgment part 22 which totalizes the number of times by which the specified action is performed as input trigger data number at every building division standard region obtained by dividing a building into a plurality of parts on the basis of specified action information; and a car allocation determination part 24 for determining whether a car of the elevator is allocated or not from the input trigger data number and a car allocation standard table on which a car allocation standard value is set for determining the necessity of car allocation of the elevator at every building division standard region. Therein, the car allocation determination part 24 determines that, when the input trigger data number exceeds the car allocation standard value of the car allocation standard table, the car of the elevator is allocated to a floor of the corresponding building division standard region.
