To quickly recover faults by setting the connection to the switchboards, placed at two ends by means of a third party call control and notifying one of both switchboards of the fixed connection management information, to set the connection between both switchboards.

A command analysis part 33 notifies a fixed connection control part 34 of the analysis result to start the fixed connection processing, and the fixed connection data are read out of a fixed connection data base of a storage device 32. Then the part 34 sends the fixed connection data to a communication control part 36. The part 36 instructs a prescribed switchboard to set a call by means of the third party call control. The part 34 also retrieves a fixed connection information from the fixed connection data base 32 of the storage and sets the connection between two switchboards placed at both ends, based on the fixed connection information.
