PURPOSE: To quickly and smoothly control a device to be controlled into a target state by providing a memory means to save temporarily a correction value according to the transition of a control state of the device to be controlled.

CONSTITUTION: At the time of the change of a mode, the correction value before the change is saved from an arithmetic circuit 34 to the memory 36, and at the time of the reset of the mode, the correction value of the memory 36 is loaded to the internal register of the arithmetic circuit 34. Accordingly, the cancelling time of phase shift in a drum phase control system at the time of the start of recording can be shortened, and besides, a servo system strong against the variance of the load or the change with the passage of time of a drum motor can be constructed. Thus, the device to be controlled can be controlled quickly into the target state.
