The crew assignment system 2 makes the position of a train as the position of the crew on the train by utilizing train positional information in a train position data base 7 which is measured by an operation control system 6 and is stored when a present position of the crew on the train can't be tracked because the train passes the inside of a tunnel and underground. When the disruption of the train schedule occurs, the crew assignment system 2 calculates a distance or a time up to the train of the crew by utilizing the positional information on the crew and the positional information on the train to prepare crew assignment information by following a change of the train based on a plan. The crew assignment information is transmitted to the mobile terminal 4.
