When the disruption of the train schedule occurs, the crew assignment system 2 calculates a distance or a time up to the train of the crew by utilizing the positional information on the crew and the positional information on the train to prepare crew assignment information by following a change of the train based on a plan. The crew assignment information is transmitted to the mobile terminal 4.
