PURPOSE: To provide a cushioning member and a manufacturing method thereof excellent in a cushioning property, mechanical strength and a shape maintaining property.

CONSTITUTION: A cushioning member 10 is constituted of a surface layer 11 consisting of rubber having weatherability and a cushioning property and a rubber inner surface layer 12 adhered on the inside of the surface layer 11. The inner surface layer 12 is intermixed with powder or a granular material of plastic, vulcanized rubber, paper or wood, and consequently, it is improved in mechanical strength and in a shape maintaining property. Accordingly, it is possible to sufficiently satisfy necessary conditions without being interfered with other conditions as the cushioning member such as weatherability, mechanical strength, a shape maintaining property, etc.
