As for distribution data (map version-up) to be provided from a provider side, whether or not an advance announcement should be requested is inquired to a vehicle side (P1 to 7), and when it is requested, information such as a broadcast date is transmitted with an encryption key (P8, 9). On the broadcast date through one-to-many communication, the vehicle side prepares for reception, and receives and decodes the distribution data by the encryption key, and when verify check is OK, transmits a reception signal to the provider (P10 to 17), and performs internal processing based on the received distribution data (P18). A series of processing is automatically executed.
