To improve throughput in data communications using multi-value modulation.
In the case of resending, a switch 604 is changed over, and transmission data stored in a buffer 603 in the first transmission are inputted to a multi-value modulation part 605 after converting a bit stream in a bit stream conversion part 606. That is, the order of arranging the bit streams within one symbol is inverted from that in the first transmission. The bit stream converted symbol is multi-value-modulated in the multi-value modulation part 605 by using 16QAM. The modulated symbol is multiplexed with a transmission time notice signal indicating second transmission in a multiplexer 608, and then transmitted via an antenna 613. Thus, in the case of resending, the symbol is transmitted while exchanging bit positions to which each data is allocated in the first transmission within one symbol.
