Data collection means 101 and 102 for forming and managing a replica of server data for clients 103 and 104 are connected to a network 113. The data collection means holds a data request condition given from a user through the clients, and negotiates with, for example, servers 114 and 122 for supplying data based on resources usable by the data collection means such as a storage device, a CPU or the like, whereby the data range and quality of the replica to be formed are adjusted. In query processing, queries from the clients are partially or entirely processed by use of a replica 123 formed within the data collection means. A query which is not processed by use of the replica is transferred to a server.
