PURPOSE: To enable the early planning of an operation plan of a vehicle such as train and the like by predicting the future operation state from the present operation state, when a turbulence of the operation plan caused by a delay is recovered, and planning a plan for recovering the turbulence of operation on the basis of the predicated state.
CONSTITUTION: In a one in which a railway schedule is planned by a central processing unit 1 to which a display device 2, a keyboard 3, a mouse 4 and a memory device 5 are connected, a plan diagram data 6, the experience of actual operation, and a prediction data 7 are stored in the memory device 5. A planning storing area 8 for operation of each train in diagram data, a present time storing area 9, an experience/prediction storing area 10 for storing the operation experience data of each line and the prediction data predicted from the experience, and a delay information storing area 11 for delay are provided. When a turbulence of the operation plan is recovered, the future operation state is predicted from the present operation state, and a plan for recovering the turbulence of the operation is planed on the basis of the predicted state.
