To provide delivery services that are appropriate in quality and low in cost.SOLUTION: A delivery management device 100 includes: a storage device 101 that stores behavior route information as information indicating a behavior route of each package delivery person candidate and location candidate information as information indicating each of location candidates that can be used along with package delivery; and an arithmetic device 104 that specifies, from the location candidate information, a transit point included in a route from a receiving site to an acceptance site on the basis of information on the receiving site for receiving a package to be delivered from a delivery requester, information on the acceptance site where a delivery partner of the package accepts the package, and the location candidate information, and thereby selects a delivery person who includes the transit point in the behavior route so that the route can be configured in the behavior route.SELECTED DRAWING: Figure 2
