PURPOSE: To decide a detouring path by providing a detouring path table storing a detouring path by detouring a faulty link in the occurrence of a ling fault, a detouring path retrieval means, a link using right contention detection means, a detouring path contention detection means and a detouring path contention arbitration means.
CONSTITUTION: When the fault takes place in two different links, two nodes are set as a fault recovery nodes and a link using right contention detection means 5 detects the presence of the contention as to whether a detouring path extracted from the detouring path table 3 of a fault recovery node is in contention in a link in a network or not. When the contention is detected, a detouring path contention arbitration means 6 arbitrates the contention. In the detouring path contention arbitration, the using right of a contenting link is given to a detouring path.
