To provide a developing device that achieves a configuration that can supply a developer from a developer storage chamber located in the lower part to a developing chamber located in the upper part, and can prevent backflow of the developer to a supply port provided in the developer storage chamber, a process cartridge, and an image forming apparatus.SOLUTION: A toner storage chamber 16b has: a storage chamber communication port 44 for supplying toner from the outside; a stirring member 29 that stirs a toner T and conveys the toner T to a developing chamber 16a through a developing chamber communication port 16c; a deformation unit 67 that bends to elastically deform a stirring sheet 29b of the stirring member 29; and a restoration unit 68 that restores the elastically deformed stirring sheet 29b. The developing chamber communication port 16c and the storage chamber communication port 44 are arranged on different sides from each other across a virtual straight line H connecting the center of rotation X0 of a rotation shaft 29a of the stirring member 29 and a downstream side end 16c1 of the developing chamber communication port 16c, and the restoration unit 68 is provided on the side in which the developing chamber communication port 16c is present.SELECTED DRAWING: Figure 1
