An improvement room calculation device calculates an amount of room for improvement, which is the amount to be improved with respect to the electric power consumption of object equipment. A period use unit 42 of the device uses a measured value E' of the electric power consumption and measurement time t' thereof, and a variable period cycle of the electric power consumption fluctuating periodically. The period use unit 42 includes: a phase determination unit 62 for determining a phase l of the measurement time t' for one cycle; a table creation unit 63 for creating an association table 65 to associate each phase with a reference value, by using an average of a plurality of measured values E' corresponding to a plurality of measurement time t' being a certain phase l among the plurality of measurement time t' as a reference value; and a subtraction unit 64 for subtracting the reference value corresponding to the measurement time t' acquired by the phase determination unit 62 and association table 65 from the measured value E' corresponding to a certain measurement time t'. The result of subtraction becomes the amount of room for improvement Ec of the measurement time t'.
