PURPOSE:To control the water level of a rainfall inflow reservoir stably even if the volume of inflow is suddenly changed by controlling the water level between a high reference level and a low reference level when the rainfall intensity is lower than the set intensity, and controlling the water level at a rainfall reference level in case of the high rainfall intensity. CONSTITUTION:The data of a rain-gauge 17 arranged on a water source of a pond 5 is converted into a rainfall intensity RI by a rainfall intensity operating circuit 18 and the converted signal is inputted to a water level deviation operating circuit 12 together with the data of a water gauge 11. When the rainfall intensity is lower than the set intensity, an operation mode I is adopted and the operation angle DELTAtheta of a turning weir 1 is calculated by manipulated variable operating circuit 5 so that the water level is set up between the high reference level (HH) and low reference level (HL), so that the water level is controlled within a range between the maximum and minimum manipulated variables. When the rainfall intensity is higher than the set intensity, the water level is set up to the rainfall reference level (HR) to prevent sudden increase of inflow. A controlling interval operating circuit 20 decides the controlling interval in accordance with the rainfall intensity.
