The device is provided with a seated person detection means for detecting the person seated in the wheelchair, a power feeding means for supplying power to the device at the time of judging that the person is seated in the wheelchair, a non-restraining biological information detection means for detecting biological information signals of the seated person without restraining him/her, a pulse signal extraction means for extracting pulse signals from the non-restraining biological information detection means, a pulse abnormality analysis means for analyzing the abnormality of the pulse signals and a means for reporting abnormality to the third person by a reception means transmitting pulse abnormality signals by a communication means at the time of pulse abnormality.
